There are a few basic requirements for the car theory exam. You have to be at least 16.5 years old to take the theory exam for licence B. Once you’ve passed, you can start taking driving lessons and sit the practical exam from age 17 through 2toDrive, where you drive with a supervisor until you turn 18.
To register with the CBR you need a valid form of ID, such as a passport or ID card. Beyond that, there are no further requirements. You don’t have to have taken driving lessons before you’re allowed to sit the car theory exam, though solid preparation is of course recommended.
The cost of the CBR car theory exam in 2026 is €50.50. If you fail and want to resit, you pay the full amount again. Alongside the exam fee, you can factor in the cost of a theory package and possibly driving lessons at a driving school.
On average, learners need between 30 and 40 driving lessons for the practical exam, which quickly adds up. A good grasp of the theory helps not just with the theory exam, but during your driving lessons too. The better you know the rules, the faster you’ll learn to drive in practice. The car theory exam consists of 50 questions that you answer in 30 minutes. You answer 50 questions on the car theory exam. You pass if you get at least 44 right, which means you can make a maximum of 6 mistakes. That seems like a small margin, and it is: the pass threshold sits at 88%. It’s no surprise that fewer than half of all candidates pass the theory exam first time.

Anyone who only memorises the basic rules will be caught out. The pass rate for the car theory exam averages around 40 to 50 percent. That means one in two candidates fails on their first attempt. The most common reason is insufficient preparation, particularly on the insight questions. Luckily, you can practise insight questions in depth at TheorieIQ.

Once you pass your car theory exam, your theory certificate is valid for 18 months. You have to pass your practical exam within that period. If you get your car licence within those 18 months, the moped licence is automatically added.
You don’t have to take a separate theory exam for it. So plan your exams smartly: book your practical exam on time and make sure your driving lessons are sufficiently completed before the validity period runs out.
