Start with the theory
Before you start practicing the theory, it pays to know the basic traffic rules well. Go through the knowledge base or the theory book and make sure you understand why traffic rules are the way they are. That way you’ll remember them much better once you start practicing for real.
Practice regularly with individual questions
Ten minutes a day beats one hour once a week. Practicing with questions regularly helps you retain the theory better and quickly shows you where you need some extra attention.

To sit the theory exam, you have to be at least 16 years old. That applies to both the car and the moped. For the motorcycle licence the minimum age is 18. Alongside your age, you need a valid form of ID to register with the CBR. Think of a passport, ID card, or driving licence.
Don’t have one yet? Then you can’t sign up just yet. Beyond that, there are no special requirements for taking the theory exam. You don’t need to have had any driving lessons before you’re allowed to take it.
The cost of the CBR theory exam in 2026 is €50.50, whether you’re taking it for the car, motorcycle, or moped. If you fail and want to retake it, you pay the full amount again. Alongside the exam fee, you can factor in the cost of a theory package to prepare properly, or lessons at a driving school if you also want practical training.

The theory exam consists of 50 questions that you answer in 30 minutes. The questions are split across different categories, such as traffic rules, interpreting traffic situations, and vehicle knowledge. For the car exam you’ll also get a number of video clips in which you have to recognise traffic situations. For the motorcycle and moped the structure is similar, but with questions specific to that vehicle.
Most people have more than enough time to answer all the questions. Even so, it’s smart to do mock exams during your preparation, so you get used to the time pressure and the way the questions are phrased.
The theory exam has a fixed pass mark, but it varies per vehicle. For the car you can make a maximum of 6 mistakes out of 50 questions. The motorcycle and moped exams also consist of 50 questions, but the mark is less strict: for the motorcycle you can make up to 9 mistakes, and up to 7 for the moped.
If you want to walk into your theory exam feeling confident, practise until you comfortably beat the pass mark on your mock exams. That way you keep a decent margin during the real exam and can afford a small slip caused by stress or time pressure.
Passing your theory exam isn’t a given for everyone. On average, around half of all candidates fail on their first try. Not because the exam is impossible, but because the preparation often falls short. Anyone who practises regularly with real exam questions, tests themselves with mock exams, and understands why the rules are the way they are is in a much stronger position.

Once you’ve passed your theory exam, the result isn’t valid indefinitely. For the car, motorcycle, and moped, you have to pass your practical exam within 18 months of getting your theory. If you don’t manage that in time, your theory certificate expires and you’ll have to sit the exam again.
A handy bonus: if you get your car or motorcycle licence, the moped licence is automatically added. You don’t have to take a separate moped exam. So plan your exams smartly and make sure your practical is booked in on time.

Anyone who really knows the theory understands traffic better and will stand stronger behind the wheel later on. You notice that not just during your exam, but every time you hit the road.
The key to practising the theory successfully is consistency. Not rushing through everything in one evening, but spending fifteen or twenty minutes on it every day. By spreading the material out you retain it better and gradually build up your confidence. Combine learning the traffic rules with doing practice questions, so you not only know what the rules are but also learn how to apply them in real situations.
